Housing Allocation (Rental Unit)

The Trinidad and Tobago Housing Development Corporation (HDC) provides affordable rental units to eligible low and middle income citizens. This service targets citizens who do not own land or housing and do not qualify for a mortgage.
Rental units are made available to the public either through the construction of new housing or through the recovery of housing units due to arrears in payments, abandonment or relinquishment.

How can someone apply?
Persons can apply for a rental unit using either of two options:-

  1. On-line (create hyperlink)  or;
  2. Complete an application form which is available at the Ministry’s Office, #44-46 South Quay, or from any office of the Housing Development Corporation (HDC). Application forms must be returned to the Ministry for entry onto the Ministry’s database.

To qualify for rental accommodation, applicants must:

  • Be a resident citizen of Trinidad and Tobago
  • Be twenty-one (21) years and over;
  • Not be owner/part owner of property/land in Trinidad and Tobago;
  • Be in possession of a Board of Inland Revenue tax file number.
  • Be able to provide evidence of a reliable source of income.

How are applicants selected?
Applicants are selected for an interview using a random computerised selection system whenever rental units become available. Once selected, the applicant will be interviewed by a representative from the HDC who analyses the applicant’s needs and makes a recommendation based on the information collected.

Applicants will be contacted via letter or telephone when a unit becomes available. Successful applicants are issued an approval letter and invited to sign a Tenancy Agreement. Payment of one month’s rent in advance is required before the Tenancy Agreement is signed.

What documents are to be submitted?
When selected for an interview ORIGINALS and PHOTOCOPIES of the following documents must be submitted:

  • Any valid form of National Identification: (Passport, Driver’s Permit or National ID     Card) of all applicants, and where applicable, other members of the household.
  • Birth certificates of all members of the household
  • Marriage certificate (if applicable);
  • A sworn affidavit indicating that the applicant does not own a house or land
  • Job letters for the applicant and co-applicant (where applicable)
  • Evidence of source(s) of income for all members of the household.
  • Self employed individuals must identify source of income and provide bank statements for the previous three (3) months.

HDC Home Rental Payments
Tenants of the Trinidad and Tobago Housing Development Corporation (HDC) are required to make monthly rental payments for their accommodation.

How can rental payments be made?
Residential and commercial tenants of the Trinidad and Tobago Housing Development Corporation properties can make payments using the following methods:

  1. By cash, Linx (debit card), or cheques paid to the cashier at the under-mentioned offices of the HDC, between the hours of 8:00 am to 2:00 pm, Monday to Friday except public holidays.  N.B.  For Personal Cheques, receipts will not be issued until said cheques are cleared and payee must leave telephone contact.
  2. By standing order from the tenant’s bank. However, if the tenants’ bank is Republic Bank Limited a receipt will not be issued.
  3. By salary deduction.

A Trinidad and Tobago Housing Development Corporation rent card or a payment receipt must be presented when paying rent at an HDC office to ensure the correct account is credited.

Payments should be made on the date which the agreement was signed. Failure to meet this deadline results in arrears being accrued on the tenant’s account.

HDC Rental Housing Maintenance
The Trinidad and Tobago Housing Development Corporation seeks to ensure that all tenants are satisfied with their living accommodation. The Housing Maintenance Programme ensures that all HDC rental housing units are free of defects, and that all the electrical, plumbing and structural work within the property is properly maintained. Maintenance requests can be submitted by tenants of any HDC rental property.

How do I request maintenance services?
A request for maintenance can be submitted by completing a Maintenance Request Form. The nature of the issue to be resolved will determine the length of time needed for repairs to be made.

Maintenance requests can be submitted by:

  • Using the online Maintenance Request Form.
  • Calling the Trinidad and Tobago Housing Development Corporation’s call centre at (868) 623-HOME (4663) ext. 5700-5703.
