Housing Allocation (New Home Mortgage)

The allocation of housing units by the Trinidad and Tobago Housing Development Corporation is conducted according to the Cabinet approved Allocation Policy.

How can someone apply?
Persons can apply for a new home using either one of two options:-

  • on-line (create hyperlink for online application) or
  • By completing an application form which is available at the office of the Ministry of Housing and the Environment, 44-46 South Quay or from any office of the Housing Development Corporation (HDC). Completed application forms must be returned to the Ministry for entry onto the Ministry’s database.

Applicants must:-

  • Be resident citizens of Trinidad and Tobago and have been residing in the country for the last five (5) years preceding the date of signing a Statutory Declaration;
  • Be twenty-one (21) years and over;
  • Not be owner/part owner of property/land in Trinidad and Tobago;
  • Be first time homeowners;
  • Have a monthly (combined) income not exceeding $25,000.00

How are applicants selected?
All available housing units are allocated as follows:-

  • 60% is reserved for public applicants through a computerized random selection system by the Ministry of Housing and the Environment
  • 25% on the recommendation of the Minister with responsibility for Housing to deal with special cases/emergencies
  • 10% for the members of the Protective Services
  • 5% for senior citizens and physically challenged persons

How selected applicants are allocated housing units?
Upon the selection of applications, applicants will be contacted by the HDC for an interview for a detailed eligibility assessment.  Qualified applicants will then be referred to the Trinidad and Tobago Mortgage Finance Company (TTMF) or a financial institution to obtain mortgage financing.

What documents are required for the Interview?
The ORIGINAL and PHOTOCOPY of the following documents must be presented during your first interview:

  • Any valid form of National Identification: (Passport, Driver’s Permit or National ID Card)
  • Birth Certificates of all members of the household.
  • Marriage certificate (if applicable).
  • Documentary evidence of Income : Job Letter  and most recent salary slip of all applicants (where applicable).
  • Owners of business must submit their Registered Certificate and Income Tax Assessment.
  • Sworn Declaration:  Completed by a Commissioner of Affidavit indicating that the applicant(s) does not own house or land create hyperlink – SD No. 2 PDF file
  • Board of Inland Revenue (BIR) file number of all income earners in the household.
  • National Insurance Services (NIS) number of all members of the household.
  • Statement of declared savings from your financial institution: Bank and/or Credit Union Statements.
  • Letter of non-indebtedness from you Bank and/or Credit Union.
