The Ministry of Housing and the Environment has received financing from the Inter-American Development Bank (IDB) and intends to apply part of the proceeds to payments under the project Mainstreaming Climate Change Into National Development and Capacity Building for Participation in Carbon Markets, for a Consultancy to conduct a Policy Review & Develop a Strategy & Action Plan for the implementation of the National Climate Change Policy. The firm will:
- conduct a detailed review and assess the existing legislative framework for climate change in Trinidad and Tobago;
- make recommendations of amendments to the existing legislative framework and make revisions to the draft enabling legislation in order to facilitate the effective implementation of the Climate Change Policy;
- conduct consultations that include CBO’s, NGO’s and the Government and private sectors, to discuss the objectives of the Climate Change Policy and recommendations made for amendments to existing legislation to mainstream and integrate climate change across all sectors ; and
- utilize the results emanating from the consultations to develop a Strategy and Action Plan for the implementation of the Climate Change Policy throughout Trinidad and Tobago.
The Multilateral Environmental Agreements Unit (MEAU) of the Ministry of Housing and the Environment now invites eligible firms to indicate their interest in providing the services. Interested parties must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Consultant firms will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (current edition) and is open to all eligible bidders as defined in the policies.
